Spot Check Monitoring presents itself as a sophisticated monitoring platform designed to enhance the management of large populations within the criminal justice system through the integration of internet and smartphone technology, paired with a proprietary algorithm.

This platform utilizes a smartphone application to gather verification and location data from offenders, allowing for effective electronic supervision of individuals who have been largely excluded from existing monitoring solutions. Key features of the Spot Check Monitoring app include: 
<ul>
 <li>GPS "breadcrumb" data tracking,</li> 
 <li>biometric testing,</li>
 <li>facilitation of various interactions with the app user.</li>
</ul>

The user interface is designed for simplicity; upon installation, the app initiates real-time tracking by capturing multiple GPS points per hour and requiring random "check-in" confirmations. The dependability of each offender is assessed using a specialized scoring algorithm. Offenders are then organized within a supervising officer’s dynamic caseload management system based on their scores. A lower dependability score correlates with a higher probability of re-offense, enabling officers to allocate their resources more effectively towards those offenders identified as higher risk. This strategy aims to contribute to a gradual reduction in both new crimes and recidivism rates.

It is important to note that prolonged use of GPS services running in the background may significantly impact battery life.
